Windows 10 Fall update included new Emoji keyboard to type Emojis into text fields. It can be launched by Windows key + Period (.) or Windows key + Semicolon (;). It has a search feature also to find suitable Emojis.
But Emoji keyboard function might not work for you because right now it’s available for English (United States) language only. Those who have selected English US as their primary language in their Windows 10 devices they will be able to use this feature,, irrespective of their location, even if it’s outside US.
Chances that Microsoft will also include this feature for other languages in future updates.
